Prepare
Fighting, Bug, and Fairy pressure Dark. Full heal before every Hoenn Elite Four room — Fosco opens the gauntlet.

Craft the map
Elite Four members do not have their own gym map. Craft Steel Hat (REI) + a fresh Empty Map on the Hoenn Cartography Table — that map finds the league tower; then walk the rooms.
Dark Bass is the RCT signature / spawner item, not a cartography key.
Important
Do not open the Empty Map in the world first — that ruins it for gym crafting. Use the correct region cartography table.

- Travel with heals; activate waystones on the route.
- Elite Four / Champion: full heal between rooms.
- Heal, then challenge Fosco.
- Win → level cap rises → next: Ester.
