Prepare
Water, Ground, and Rock are reliable into Fire. Third Elite room — heal fully after Terrie.

Craft the map
Elite Four members do not have their own gym map. Craft Draconic Fin (REI) + a fresh Empty Map on the Sinnoh Cartography Table — that map finds the league tower; then walk the rooms.
Fire Flint is the RCT signature / spawner item, not a cartography key.
Important
Do not open the Empty Map in the world first — that ruins it for gym crafting. Use the correct region cartography table.
Fight tips
Don’t walk in with a Grass-heavy team; add a Water or Rock pivot.
- Travel with heals; activate waystones on the route.
- Elite Four / Champion: full heal between rooms.
- Heal, then challenge Vulcano.
- Win → level cap rises → next: Luciano.
